About this Position

The Budget Analyst position plays a key role in supporting the financial operations of the Cooperative Research, Extension, and Education Services (CREES) department at the Northern Marianas College. This position is responsible for performing complex budget planning, analysis, and reporting to ensure effective allocation and utilization of financial resources. The Budget Analyst works independently with a high degree of analytical skill and attention to detail, contributing to the fiscal stability and strategic planning of the department. This position reports directly to the Dean of CREES or their designee.

Minimum Qualifications

  • Bachelor’s Degree from a U.S. Department of Education accredited institution in Business, Business Administration, Finance, Accounting, Economics, Statistics, Public Administration, or similar field of study plus Three (3) years of work experience in Business Administration, Accounting, Financial Analysis, Data Analysis, Budget Preparation, Grants Management, or closely related field.

Knowledge, Skills, and Abilities

  • Must have strong computer background including, but not limited to, word processing, spreadsheets, and database i.e. Word, Excel, PowerPoint, and Access software applications.
  • Able to communicate effectively with students, staff, faculties, and other college stakeholders.
  • Demonstrate strong organizational skills and a high attention to detail.
  • Capable of handling multiple tasks while maintaining composure under stressful conditions.
  • Completes and prioritizes tasks accurately and in a timely manner.
  • Takes initiative and works both independently and cooperatively in a team environment.

  • Contributes and promotes a positive and professional working environment and relationship with the college community and promotes a positive representation of the CREES Office and NMC.

Duties and Responsibilities:

  • Participates in Program Review and Outcomes Assessment (PROA) activities.
  • Provides high-quality internal and external customer service.
  • Participates in in-service training programs as required, as well as frequent travel inter-island during specified periods of time.
  • Maintains grant award files. These files should include documents such as the "Notice of Award" (NOA), grant agreement or memorandum of agreement/understanding (MOA/U), budget approval and breakdown, financial reports, billings and other pertinent information related to the program.
  • Provides monitoring, review, and analysis of budgetary operations in cooperation with the CREES Programs and Finance Office. Monitors program encumbrances and expenditures to ensure compliance.
  • Provides monthly financial reports to the Dean and program leaders. Reports such as, expenditures, budget balances and encumbrances to ensure that programs are expending based on approved budgets and or allocations.
  • Coordinates, monitors, and tracks assignment of authorized Full-Time Employee (FTEs) positions by fund source.
  • Prepares and assists the Dean with the preparation of the department budgeting processes and other related activities.
  • Prepares the CREES department's budget requests as necessary for submission to the NMC Budget and Finance Committee as well as the NMC leadership and Board of Regents.
  • Prepares revenue forecasts using widely accepted forecasting methodologies.
  • Consolidates the program budget submissions from the CREES program Leaders for review by the Dean.
  • Reviews CREES Program budget proposals for completeness, accuracy, and compliance with laws, regulations, and contractual obligations.
  • Assists CREES programs in monitoring compliance with all relevant local and federal
  • regulations, and contractual obligations in the expenditure of funds.
  • Maintains operations and special funds budgets and consolidations in collaboration with the finance office.
  • Provides technical assistance and/or training to CREES program leaders and staff in budget preparation, budget process and procedures, and legal and financial reporting requirements.
  • Assists with the formulation and administration of CREES internal procedures, training guides governing the preparation and execution of budgets, and other areas that support the work of the office.
  • Assists in analyzing or developing projection of cost and other resource implications of proposed support programs and changes in programs.
  • Prepares comparative and historical analysis by identifying, gathering, and manipulating data; may determine analytical methods to be used; identifies inconsistencies or significant findings.
  • Prepares graphs, charts, presentations, and reports.
  • Participates as a team member with other staff in the development, design, and implementation of needs assessments, survey instruments, and other data collection tools pertaining to the NMC Budget process.
  • Performs other related duties as assigned. 

Essential Functions of the Position

Must be able to frequently operate a computer and other office productivity machinery. The individual in this position will frequently communicate with students and their colleague(s) in order to exchange information in various situations. Occasionally lifts office products and supplies, weighing up to 15 Ibs. The employee may be tasked to work outdoors in the sun and heat, on or around wet surfaces, and other areas exposed to the elements.
